You're blaming the wrong group if you think IMS was at fault, IMS didn't call the race before the scheduled distance.  IMS didn't declare Rossi the winner, and IMS didn't cancel the 250 race.  The only reason IMS would have been involved is if someone felt there was a public safety issue with the weather and they are perfectly within their rights (and RESPONSIBILITY) to make that determination.  Maybe that happened, but I would bet anything the MotoGP people made the ultimate decision not to continue to Monday.
